The legal basis for regional development plans is the Federal Spatial Management Act (Raumordnungsgesetz, ROG) and, in addition, the spatial management laws of the Länder. The Spatial Management Act was amended in 2017. According to the ROG, regional development plans are to be established by the Länder.

The international organisations (custodian agencies) that are responsible for the respective SDG-indicator publish methodical explanations for the indicator - the so-called global metadata.
